Richard is a strategic town planner who has worked in local government, private planning practice and as residential land promoter. Richard has experienced the planning and development system from several perspectives, focusing on Local Plan preparation, site selection, and the submission and determination of major planning applications. Richard is interested in long term ‘big picture’ strategies for functional areas and settlements, phased implementation, and the fusion of housing development with the achievement of a range of net infrastructure gains.
